A presidential message was issued on October 14, 1999, saluting the Earth sciences and encouraging all Americans to participate in Earth Science Week activities. That same day, the Congressional Record included a statement by Representative Barbara Cubin (R-WY), who chairs the subcommittee on Energy and Mineral Resources in the U. S. House of Representatives. Cubin's statement recognizes Earth Science Week and saluted Wyoming geologist J. David Love, who received the inaugural AGI Legendary Geoscientist Award at the Geological Society of America's annual meeting later that month.
